The United Kingdom and France Plan to Send Troops to Ukraine should a Peace Agreement is Agreed

The London and Paris have formalized a statement of purpose concerning the positioning of troops in Ukraine in the event a peace deal be made with Moscow, the Prime Minister of Britain, Starmer, has stated.

Following discussions with Ukraine's allies in Paris, he noted that the UK and France would "establish operational bases throughout Ukraine and build secure structures for weapons and defense matériel" to deter any potential invasion.

The allied nations also proposed that the America would play the primary role in monitoring a ceasefire.

The Kremlin has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest declaration.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia presently controls roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to support Ukraine for the foreseeable future," stated Starmer.

National leaders and senior officials from the "Coalition of the Willing" participated in Tuesday's talks.

Addressing reporters at a combined announcement, the Prime Minister noted: "It paves the way for the legal framework under which allied and coalition forces could function on the ground in Ukraine, securing Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the time to come."

The PM added that London would be involved in any American-headed monitoring of a possible ceasefire.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff stated that "lasting safety pledges and substantial prosperity commitments are critical to a enduring ceasefire" in Ukraine – mentioning a key demand made by Ukraine.

Witkoff noted the coalition had "largely finished" their work on finalizing such pledges "so that the citizens of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also was involved in the negotiations.

Separately, French President Emmanuel Macron said that Ukraine's allies had made "considerable headway" at the negotiations.

He added that "comprehensive" safety pledges for the Ukrainian government had been reached in the event of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but added that he would only consider efforts to be "enough" if they culminated in the conclusion of the fighting.

Last week, the Ukrainian leader said a settlement was "mostly finalized". Finalizing the remaining 10% would "determine the outcome of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • The Russian President has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will occupy it, dismissing any middle ground over how to end the war.
  • Zelensky has so far excluded ceding any territory, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia reciprocates.

Moscow presently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the heartland of the Donbas.

The initial US-led comprehensive framework that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being heavily skewed in Moscow's favor.

This sparked weeks of high-level discussions – with Ukraine, the US and European leaders trying to adjust the document.

Recently, Kyiv presented the US an updated proposal – as well as distinct documents outlining prospective security guarantees and plans for Ukraine's rebuilding, Zelensky added.
